Why do people wave on boats?

All goodwill that human beings are capable of is aroused when one is boating for some reason. One has to wave. One is compelled to wave. One does not know the person. Doesn't matter. Raise your hand. Wave.

On land, not so much. It happens but it is not obligatory.

Water does the trick, I guess. You almost get offended if the person does not wave back. What's wrong with that guy? He didn't wave? What a stuck up jerk. He's on boat and he didn't even wave back.

Idea for world peace: Get every one in Israel and Palestine on a boat and they'll have to wave at each other. It'll be the first step.
